What a stupendous post! I am seeing a lot of this "conflict avoidance" with certain turf-related situations that my Board is (not) dealing with. They keep figuring out ways to avoid the issues, and put them off for another meeting or two or five, and as a result something which did not start out as much of a big deal is growing and growing into something much more problematic with repercussions in other areas. How much time and effort has been wasted, when this could have been dealt with quickly if just confronted head on? Sigh...
